  26. "All over the country, public school systems are adopting the
  27. latest generation of New Age education reform, known as 'outcome-
  28. based education' (OBE). Stunned parents are told that from now
  29. on, their children will no longer be subjected to such 'old-
  30. fashioned' 'tortures' as academic course requirements and
  31. grades."

  33. "Parents are told this is a program that was developed in their
  34. state, through 'grass-roots meetings.'"
  35.  
  36. "Yet exactly the same thing is being done in 26 states (so far).
  37. High-priced consultants... are flown in to brief the locals and
  38. get the ball rolling."

  40. "In Pennsylvania and Iowa, people have gotten smart, and
  41. citizens' groups mobilized to defeat OBE -- at least in its
  42. current form. But veterans of those battles know the war is not
  43. over."

  47. "Outcome-based education is a top-down national policy... funded
  48. by corporate piggy banks like RJR Nabisco... In all the OBE
  49. propaganda circulated by the states, no evidence is presented
  50. that OBE has improved learning anywhere, any way. There's plenty
  51. of evidence that it has not."

  53. "[OBE] is based on certain specific *outcomes* in terms of
  54. achievement, attitudes, and behavior... OBE is a framework that
  55. is being used to push through the gamut of New Age 'reforms'
  56. which are being implemented throughout the public schools anyway,
  57. even without OBE. These include:"

  59.     *** Environmentalism. One of [OBE's] goals is
  60.     'environmental stewardship.'... Man is supposed to have
  61.     'stewardship' for Gaia, the Mother Earth goddess.
  62.  
  63.     *** Multiculturalism. This racist doctrine, masquerading
  64.     as anti-racism, denies to oppressed people the right to
  65.     master the most advanced principles of science and
  66.     culture that human civilization has ever achieved, on
  67.     the grounds that such principles are 'imperialistic.'
  68.  
  69.     *** Homosexuality. In Massachusetts, the State Board of
  70.     Education May 18 voted up school guidelines aimed at
  71.     fostering the acceptance of homosexuality... In
  72.     Pennsylvania, a parent who complained that the proposed
  73.     OBE 'goals' would lead to homosexuality and promiscuity,
  74.     was told by a spokesman for the State Board of
  75.     Education, 'Look honey, it doesn't matter -- it's a done
  76.     deal.'

  78.     *** Eastern mysticism, trancendental meditation,
  79.     hypnosis. [One program] uses hypnosis and meditation to
  80.     get children to 'feel good about themselves' -- whether
  81.     they've done something to feel good about or not. The
  82.     potential for manipulating children in a hypnotized,
  83.     suggestible state, is enormous.

  87. Iowa: "The Department of Education announced May 6 that it was
  88. dropping its plan to implement OBE on a state-wide basis, because
  89. there was too much criticism and no adequate 'marketing plan' to
  90. sell OBE to the public... Among the 'reforms' to which Iowa
  91. parents and teachers objected was the Bettendorf Survey, a
  92. psychological profiling test... [The psychological profiles]
  93. acquired become a part of the state's computerized data bank."

  95. Pennsylvania: "Under intense pressure from parents, the House of
  96. Representatives on Feb. 8 blocked implementation of OBE -- for
  97. now... Pennsylvania parent investigators were particularly
  98. outraged to discover that the Department of Education was
  99. maintaining a data bank based on psychological profiles of
  100. children conducted through the Educational Quality Assessment
  101. tests. These tests asked the children 30 academic questions, and
  102. 385 questions concerning their attitudes. The children were
  103. scored on whether their answers displayed a 'Minimum Positive
  104. Attitude.' The attitudes that were rated highly were those which
  105. favored *conformity and collectivism* over independence and
  106. truthfulness."
